    Sindh ‘announces’ new policy for vehicle number plates ownership

    KARACHI: CNIC-based number plates to remain with the owner after vehicle sale in Sindh as Chief Minister Murad Ali Shah has approved a summary submitted by the Excise Department, ARY News reported on Sunday, citing sources. 

    Under the new system, motorcycles, cars, and all large vehicles will have number plates registered to an individual’s CNIC. When a vehicle is sold, the original owner will remove the number plate, which will remain their personal property.

    The Sindh Excise Department clarified that only the person whose CNIC is attached to a number plate will be recognized as its legal owner. Any new buyer must register the purchased vehicle online using their own number plate.

    If an owner wishes to return a number plate to the government, they must visit the excise office and officially cancel the registration.

    Authorities say this decision is aimed at curbing vehicle-related crimes, including theft and terrorism, by tightening registration and ownership tracking.

    Additionally, the federal and all four provincial governments have now shared their registered vehicle databases to ensure centralized coordination and verification.

    Earlier, Sindh Chief Minister Syed Murad Ali Shah directed the Excise & Taxation Department to develop the CNIC-based system and begin its testing, followed by amending the necessary law.

    “The CNIC-based vehicle registration would not be implemented immediately, but he [CM Sindh] would hold follow-up meetings to oversee its implementation once it has been properly tested.”

    Canals project: Federal, Sindh governments agree to hold talks

    ISLAMABAD: The federal and Sindh governments have agreed to hold talks on the six canals project on the Indus River, ARY News reported on Sunday.

    The development came after the first formal contact between the two governments, as Adviser to the Prime Minister Rana Sanaullah telephoned Sindh’s Senior Minister Sharjeel Inam Memon.

    During the call, Rana Sanaullah assured Memon that the federal government is ready to engage in negotiations with Sindh over the matter.

    He further conveyed that Prime Minister Shehbaz Sharif and PML-N leader Nawaz Sharif have directed that Sindh’s concerns be addressed and resolved amicably.

    In response, Sharjeel Memon reiterated that the Sindh government has consistently presented its stance on the canal issue across all relevant forums.

    He said that both the people of Sindh and the Pakistan People’s Party (PPP) hold serious reservations about the proposed projects.

    Sharjeel Memon stressed that the PPP is demanding a fair distribution of water as per the 1991 Water Accord and remains open to dialogue with the federal government to safeguard Sindh’s water rights.

    Earlier, PPP leader Shazia Marri condemned the contentious canal project of the federal government, calling it an irresponsible decision when severe water crises had already impacted Sindh and Balochistan.

    Shazia Marri reiterated the PPP’s strong disagreement with the initiative, reminding that PPP Chairman Bilawal Bhutto Zardari delivered a severe warning to federal personnel regarding this controversial proposal.

    Constitutional amendment bill again ‘delayed’ as govt fails to appease Fazlur Rehman

    ISLAMABAD: The constitutional amendment bill has been delayed once again, as the government has failed to appease Jamiat Ulema-e-Islam (JUI) chief Fazlur Rehman, ARY News reported citing sources within the government.

    According to sources, the bill will be tabled after 10-12 days in the National Assembly as the ruling alliance has been unable to convince Fazlur Rehman to support the bill, which aims to establish a constitutional court and several other amendments.

    Sources revealed that Fazlur Rehman has taken a strict stance, stating that such constitutional amendments cannot be rushed. The JUI chief has also sought time to reconsider the reformation of the Judicial Commission.

    On the other side, the federal government has claimed that the bill will be passed without the votes of Pakistan Tehreek-e-Insaf (PTI) members, sources added.

    Sources further claimed that the bill had been under discussion for a long time, but Maulana Fazl has taken a U-turn over his decisions.

    Its worth mentioning here that Jamiat Ulema-e-Islam Fazl (JUI-F) earlier advised the federal government to temporarily delay the clauses related to the judiciary in constitutional amendments.

    A separate meeting between government and opposition delegations with JUI-F chief Maulana Fazlur Rehman and Maulana Abdul Ghafoor Haidari was held after which the JUI-F leader stressed that his party had not yet received the draft of the proposed amendments in the constitution.

    Haidari emphasized that the government team had been urged to exercise patience and avoid hastily presenting the bill to Parliament.

    Sindh CM adviser resigns over katcha area controversy

    JACOBABAD: Sindh Chief Minister (CM) Adviser on Forest and Wildlife Babal Khan Bhayo stepped down from the post for a ‘transparent inquiry’ into the case pertaining to the smuggling of heavy weapons to Katcha area (riverine area) dacoits, ARY News reported.

    As per the details,  Sindh police foiled an attempt to smuggle arms to Katcha area dacoits and arrested seven individuals including three policemen allegedly involved in the offense in Shikarpur on Friday.

    A police spokesperson said that thousands of bullets and two Kalashnikovs were recovered from the possession of the arrested individuals during the operation.

    The spokesperson asserted that the consignment of arms was being smuggled from Balochistan to Shikarpur in the police mobile which was assigned on the security of the CM Adviser.

    The police sources said that the smuggled weapons were to be delivered to the Katcha area (riverine area) dacoits.

    In a recent development, Sindh CM’s Adviser Babal Khan Bhayo announced to resign from the post so that a transparent inquiry could be held.

    In a statement issued here, Babal Khan Bhayo asked the Sindh government to conduct an impartial investigation and make its report public.

    Meanwhile, Jacobabad’s Moladad police with Inspector Ishtiaq Ahmed as complainant, has registered case against four arms smugglers, one ASI and two other policemen under the Anti-Terrorism Act.

    Those nominated in the case included smuggling suspects Ikhtiar Ahmed Lashari, Nabeel Ahmed Bhayo, Taufiq Ahmed Gujjar and Zakir Hussain Bhayo.

    Police ASI Imtiaz Ahmed Bhayo and constables Sanaullah Manganhar and Baqaullah Unnar have been nominated in the case to provide escort to the smugglers’ vehicle.

    According to preliminary investigation, police mobile and officials belong to Shikarpur district. “Two rifles, 20 various types of magazines and 2350 rounds were recovered from the double cabin vehicle,” the FIR read.

    BADIN: Former National Assembly speaker and Grand Democratic Alliance (GDA) leader Fehmida Mirza’s nomination papers’ issue was resolved after the bank issued letter on a public holiday, ARY News reported citing sources. 

    The nomination papers of the former National Assembly speaker Fehmida Mirza to contest the election from NA-223 were rejected earlier.

    According to sources, the letter was issued by a private bank on a public holiday with assistance from former finance minister Ishaq Dar and Manan Mansha.

    However, sources questioned how a letter could be issued from a bank on public holiday.

    Returning Officer Mohammad Nawaz rejected nomination papers of Grand Democratic Alliance (GDA) candidate Fehmida Mirza, her spouse Zulfiqar Mirza and son Hussam Mirza for National Assembly seat NA-223.

    People’s Party candidate Rasool Bux Chandio had filed objection that the Mirza family has been bank loan defaulter.

    Mirza family has been defaulter of a bank of 211.9 million rupees, DRO office Badin said. “The Sindh High Court has also decided the matter in favor of the bank,” according to DRO office.

    Their nomination papers have been rejected in the light of the State Bank of Pakistan report, DRO said.

    The counsel of a private bank Hamza Ali Chaudhry also appeared in the DRO office. Mirza family had decided to challenge the decision in the high court, sources said.

    SUKKUR: The Sukkur police on Tuesday killed a ‘most wanted and notorious dacoit’ Yasin Shar during an exchange of fire in Sukkur district, ARY News reported.

    The deceased dacoit was wanted in many cases of heinous crimes, including the killing of several police officials.

    The Sindh govt also announced a bounty of millions of rupees for the arrest of notorious terrorist.

    On Thursday, the Sindh Cabinet chaired by Chief Minister Maqbool Baqar on Thursday decided to launch operation in katcha area with police, rangers and assistance of Army troops.

    Caretaker chief minister also ordered termination of internet services in katcha area.

    “This year 218 persons were kidnapped and 207 of the abductees were recovered,” IG Police informed the cabinet in a briefing on law and order.

    “Still 11 persons have been hostages, three of whom in Shaheed Benazirabad, seven in Larkana and one in Sukkur district,” police chief said.

    Chief Minister Maqbool Baqar directed for prompt recovery of remaining hostages and keeping in touch with families of the abductees.

    “Police officers of good repute should be deployed in katcha area, and those failing to perform should be transferred,” chief minister ordered.

    The riverine forests in Sindh and southern belt of Punjab, popularly known as katcha area, have historically remained a hotbed of bandit gangs involved in kidnappings for ransom and other crimes on both banks of the Indus River.

    These areas are inaccessible and virtually a ‘no go area’ for police and other law enforcement agencies. So as, remain an ideal refuge for the fugitives and bandit gangs operating in the region.

    Educationist Dr Ajmal Sawand killed in tribal feud

    SUKKUR: Prominent educationist Dr Ajmal Sawand, associated with the Institute of Business Administration (IBA), was gunned down over tribal feud in upper Sindh region, ARY News reported on Saturday.  

    According to details, Dr Mohammad Ajmal Sawand was going back from his village in Kandhkot to Sukkur when shooters suspected to be from the Sundrani clan opened fire at his car in the Shalo area, killing him on the spot.

    The prominent educationist had come back from France with a PhD in Artificial Intelligence (AI) to serve his people.

    In a statement, Kandhkot police said that two groups of Sundrani and Sawand clans were at loggerheads since 2022 due to a clash, which have claimed lives of as many as seven people.

    Talking to ARY News, SSP Kashmore Irfan Samo said that Dr Ajmal Sawand sustained 11 gunshot wounds during the ‘indiscriminate and savage’ attack.

    The SSP claimed that following the killing, raids were carried out against the dacoits of riverine forest to the village of Sundranis. However, he said, all the suspects have escaped from the area with their families after the incident.

    The professor, a student of Cadet College Larkana, obtained Bachelor of Engineering degree in Software Engineering from Mehran University of Engineering and Technology, Jamshoro, in 2006.

    He later acquired the postgraduate qualification from Jean Monnet University, Saint Etienne, France, in Computer Science in 2011 followed by his PhD from Paris Descartes University in 2015.

    KARACHI: The leaders of Muttahida Qaumi Movement Pakistan (MQM-P) and Pak-Sarzameen Party (PSP) on Friday agreed upon the top sharing position after the merger of both political parties, ARY News reported.

    According to sources, Dr Khalid Maqbool Siddiqui will be the head of MQM-P, while Dr Farooq Sattar would be appointed as the convener.

    Similarly, PSP chief Mustafa Kamal will be given the position of deputy convener and Anis Kaimkhani will be the head of the party’s organisational affairs.

    Sources told ARY News that the two political parties would be merged on Sunday for a joint political struggle.

    PSP called general workers meeting outside Pakistan House in which the leadership will take workers into confidence.

    It is pertinent to mention here that the merger of MQM factions will not include any member of MQM London.

    Amid ongoing efforts for the unification of Muttahida Qaumi Movement, MQM Bahali Committee head Dr Farooq Sattar reached Sindh Governor’s House.

    Sources told ARY News that Dr Farooq Sattar reached Governor’s House. He will meet Sindh Governor Kamran Tessori. Prior to his visit, it was reported that Sindh governor was going to meet Dr Sattar at his residence in PIB Colony area.

    Yesterday, Sindh Governor Kamran Tessori had visited Mustafa Kamal-led Pak-Sarzameen Party (PSP) headquarters.

    Sindh Governor Kamran Tessori had arrived at PSP headquarters, Pakistan House, to meet Mustafa Kamal and Anis Kaimkhani. The governor was warmly welcomed upon his arrival at Pakistan House. He was received by Anis Kaimkhani, Ashfaq Mangi and Naik Muhammad.

    Tessori had also held a meeting with PSP chief Mustafa Kamal. The governor is expected to invite the PSP leaders to rejoin the Muttahida Qaumi Movement Pakistan (MQM-P).

    During the meeting, they discussed the current political situation, unification of the MQM factions and other matters, sources said.

    It is pertinent to mention here that a delegation of the Muttahida Qaumi Movement Pakistan (MQM-P) led by convener Dr Khalid Maqbool Siddiqui met Kamran Tessori at Sindh Governor.

    Khalid Maqbool Siddiqui-led delegation comprising MQM-P Rabita Committee members reached the Governor’s House as efforts were intensified to unite the MQM factions.

    Yesterday, Sindh Governor Kamran Tessori responded to the allegations of Pakistan Tehreek-e-Insaf (PTI) leader and former governor Imran Ismail and said, ‘Muttahida Qaumi Movement (MQM) is my red line’.

    While talking to the ARY News programme ‘11th Hour’, Sindh Governor Kamran Tessori said that he does not want to respond to Imran Ismail’s statements. However, he said that he wants to clarify that he belongs to MQM Pakistan and it is his red line.

    He asked Ismail to be careful in his statements.

    Regarding division in MQM faction, Tessori said that the merger of MQM factions is now dependent on Dr Khalid Maqbool Siddiqui and the current MQM Rabita Committee. He added that Siddiqui is willing to restore the past glory of the metropolis.

    Arshad Sharif case: PFUJ decides to become party, forms five-member committee

    Pakistan Federal Union of Journalists (PFUJ) has decided to become a party in the senior journalist Arshad Sharif’s assassination case and formed a committee, ARY News reported on Friday.

    After the leaking of graphic photos of Arshad Sharif’s body and post-mortem reports, the PFUJ has decided to become a party in the assassination case.

    According to the declaration, a delegation headed by PFUJ President Afzal Butt held a detailed meeting with the slain journalist’s mother, wife and his children.

    Sharif’s mother apprised the PFUJ delegation about the registration of cases against her son, Sharif’s letters to different authorities to seek protection and the reasons for his departure from Pakistan and Dubai.

    Moreover, the delegation was also informed about the difficulties being faced by the family to get his post-mortem report and death certificate. Sharif’s mother expressed hopes that the killers of her son will be exposed through the efforts of the PFUJ.

    After the meeting, the journalist’s union formed a five-member committee headed by president Afzal Butt.

    The other members of the committee will include Secretary General Arshad Ansari, Secretary Finance Lala Asad Pathan, RIUJ President Abid Abbasi and NPC President Anwar Raza.

    It is pertinent to mention here that the family has still not received the post-mortem report but a private TV channel’s anchor received graphic images of the martyr’s body this week upon which the anchor claimed that Sharif was tortured for hours before being killed, a claim contradicted by Kenyan journalists.
