Kuwait issues RFP for 1.1 GW solar project at Shagaya renewable energy park

KUWAIT: In a major move toward growing its renewable energy consumption, Kuwait has issued a Request for Proposal (RFP) for the development of a 1.1 GW solar photovoltaic (PV) project at the Shagaya Renewable Energy Park in Jahra Governorate, west of Kuwait City.

The Kuwait Authority for Partnership Projects (KAPP) and the Ministry of Electricity, Water, and Renewable Energy are jointly undertaking the project, named Al Dibdibah Power and Al Shagaya Renewable Energy Park Phase III, Zone 1.

Development, financing, design, supply, engineering, construction, testing, and commissioning of the solar PV plant are included in the scope, as well as the establishment of a 400 kV power transmission substation.

The Request for Proposal (RFP) for the Kuwait solar project has been given to a particular group of shortlisted bidders, including two individual companies and four consortia, following the prequalification process in August 2024.

France’s TotalEnergies Renewables and Vietnam’s Trung Nam Construction Investment Corporation are the names of companies among the prequalified entities.

In addition, the four consortia include Saudi Arabia’s ACWA Power in partnership with Kuwait’s Alternative Energy Projects Company, UAE’s Masdar alongside Fouad Alghanim & Sons, France’s EDF Renewables collaborating with Kuwait’s Abdullah Al Hamad Al Sagar and South Korea’s Korean Western Power, as well as China’s Jinko Power teaming up with Japan’s JERA and Kuwait’s National Technology Enterprises Company.

These prequalified bidders will compete for the opportunity to develop the ambitious 1.1 GW solar photovoltaic (PV) project at Shagaya Renewable Energy Park.

The selected developer will enter into a 30-year Power Purchase Agreement (PPA) with the Ministry, effective from the Commercial Operation Date (PCOD).

The deadline for submission of technical and commercial bids is September 14, 2025, before noon local time.

This RFP follows KAPP’s previous prequalification invitation in May 2025 for the 500 MW Al Dibdibah Power and Al Shagaya Renewable Energy Phase III, Zone 2 project, further reinforcing Kuwait’s commitment to sustainable energy development.
